An ORCA LIFT vs RRFP comparison starts with two questions: which program are you eligible for, and which operator runs each part of your trip? Both currently offer a $1 single ride on King County Metro and Sound Transit’s ST Express buses, but they differ when you continue on Washington State Ferries (WSF).
ORCA LIFT does not provide a WSF fare discount. WSF accepts an ORCA Regional Reduced Fare Permit (RRFP) as disability-fare proof. An ORCA card can also hold E-purse funds to pay the fare: the card can identify your fare eligibility and carry your payment value.
This guide separates the bus fare, ferry passenger fare, vehicle-and-driver fare, and payment product. The rules and bus prices below were checked on October 21, 2026.
ORCA LIFT vs RRFP: The Main Differences

ORCA LIFT is for adults ages 19–64 who meet its income requirements. King County lists a gross household income limit of 200% of the Federal Poverty Level, with qualifying benefit programs also providing an eligibility route. The RRFP program covers riders ages 65 and older, riders with qualifying disabilities, and Medicare card holders.
| Question | ORCA LIFT | RRFP |
|---|---|---|
| What establishes eligibility? | Income qualification for adults ages 19–64. | Riders age 65+, riders with a qualifying disability, or Medicare card holders. |
| Does the program support a WSF reduced fare? | No income-based LIFT discount on WSF. | WSF offers senior/disability passenger fares and lists ORCA RRFP as accepted disability proof. |
| Can the ORCA card carry payment value? | Yes: E-purse funds and eligible pass products. | Yes: an ORCA RRFP can hold E-purse funds and eligible pass products. |
A reduced-fare card is not automatically a prepaid ride. Before boarding, make sure the card has the funds or valid pass needed for the service you are using.
Compare the Bus Fare for Your Route

These two bus services currently charge the same single-ride price for ORCA LIFT and eligible senior/disability RRFP riders:
| Bus service | Standard adult fare | ORCA LIFT | Senior/disability RRFP |
|---|---|---|---|
| King County Metro | $3.00 | $1.00 | $1.00 |
| Sound Transit ST Express | $3.00 | $1.00 | $1.00 |
Sources: King County Metro prices and Sound Transit fares. These are individual bus fares, not a combined bus-and-ferry ticket. Check other operators separately rather than assuming every regional service has the same price.
For these bus trips, switching between LIFT and RRFP does not produce a lower single-ride fare. The more useful question is which program you qualify for and what it covers on the rest of your journey.
Which Fare Applies on Washington State Ferries?

ORCA LIFT Does Not Reduce the WSF Fare
King County’s ORCA LIFT service list identifies Washington State Ferries as a full-fare service for LIFT cardholders. If you qualify separately for a senior or disability fare, use that eligibility when buying your ferry ticket.
Identify the operator carefully. King County Water Taxi and Kitsap Transit ferry services have their own LIFT fare policies. A trip on one of those services is not the same as a WSF sailing, even if the terminals or destinations are nearby.
RRFP Is Accepted Disability-Fare Proof
WSF offers senior and disability passenger fares at half the regular passenger rate when the required proof is provided. The senior category starts at age 65.
WSDOT explicitly lists the ORCA RRFP among its accepted forms of disability identification. Bring your valid permit or other accepted proof when purchasing the reduced ticket in person. Wheelchair use does not replace the published proof requirement.
Driving On: Check the Vehicle-and-Driver Fare

If the eligible traveler is driving, use the applicable vehicle-and-senior/disability-driver fare. WSF fare tables contain separate entries for these combinations; the Seattle–Bremerton table is one example.
Do not halve the entire vehicle-and-driver total using the passenger discount. Select the correct vehicle size and driver category in the WSF fare calculator. If the eligible person is a passenger in someone else’s car, their passenger fare and the driver’s eligibility are separate questions.
Check the departure terminal, direction, travel date, and vehicle dimensions. Some fares cover a round trip and others cover one-way travel, so compare the fare collection rules for both directions before adding up the journey.
Paying with ORCA: E-purse and Passes

An ORCA RRFP card can be used for payment. King County explains that riders can load it with E-purse or an eligible PugetPass and tap to pay on participating transit. The permit establishes reduced-fare status; the loaded funds or accepted pass pay for the ride.
- E-purse at WSF: WSF accepts stored ORCA funds for its fares, including vehicle and motorcycle fares.
- Regional passes: ORCA regional day passes and regional monthly PugetPasses do not pay WSF fares. Budget the ferry fare separately.
- WSF-specific products: Ferry passenger passes are separate from regional transit passes. The ORCA product list states that WSF monthly passes cannot be loaded onto youth or RRFP ORCA cards.
See the WSF pass and E-purse rules and the ORCA Product and Price List. WSF also states that vehicle passes cannot be loaded onto ORCA cards; paying a vehicle fare from E-purse is a different transaction.
Before Your Bus-and-Ferry Trip

- Name each operator. Write down the bus agency and whether the ferry is WSF, King County Water Taxi, or Kitsap Transit.
- Check the fare category. Confirm which reduced-fare program applies to the traveler and the specific service.
- Look up the ferry journey. Select the route, departure direction, travel date, and passenger or vehicle-and-driver category.
- Prepare your proof and payment. Bring accepted identification and check your E-purse balance or the exact pass product you intend to use.
- Plan the accessible connection. Review terminal information, boarding arrangements, and current elevator or accessibility alerts for your sailing.
For wheelchair travel, use WSF’s accessibility information alongside the fare check. A fare comparison alone does not tell you whether a particular terminal feature or elevator is available that day.
ORCA LIFT vs RRFP: Common Questions
Is RRFP Always Cheaper Than ORCA LIFT?
No. Both currently cost $1 for a single ride on King County Metro and ST Express. The programs differ in eligibility and operator coverage, so compare the services you will actually use.
Can I Pay a WSF Fare with an ORCA LIFT Card?
Yes, using E-purse funds. The LIFT card does not itself give you a WSF discount; you pay the applicable ferry fare. A regional transit pass on the card does not cover that fare.
Does a Companion Travel Free with an RRFP Holder?
Not simply because they are accompanying you. WSF provides free passenger travel for an attendant when the rider has the required attendant-care endorsement on their ORCA RRFP. This is a passenger provision, not a free vehicle fare.
